Real simple, the trick to getting it funky is all in the timing. 
And my goodness, is it funky!
This probably tops in as my favourite of all Porter Jr's basslines.

NB: The "x"s are little taps, sorry I don't know the correct tab 
symbols for that technique...You only need to add them every 
now and then.
