It is about this person trying to cheer up a consistantly sulking girl. He has full faith that she has the potential to be happy. Also, on the last paragraph concerning growing pains and heartbreak, I believe it hints that he would like to have a relationship with her(I'd like to take you beyond those clouds.) Needless to say, it is a positive song.
