Primus - DMV ( 99.9% correct ) this is meant for a six string but i figured it out exacly 
on a 4 string bass so here it is

Im assuming Les smokes pot, just a little confused about the song laquer head...after all isn't that about substance abuse among youth, I guess its becuase pot is pretty much awesome and doesnt hurt anyone...

I think this example also ties in to a wider referance to the bullshit of bureaucracy that we seem to have to face in every modern day.
