Pete hates this song, mainly because people are always asking him to play it. So I was cracking up when The Who were on the Simpsons and Homer was like, 'Play magic Bus!!!'

As a single, this song is ok. Performed live however, it becomes a spectacle. Listen to Live at Leeds, and you'll hear what i'm talking about

It might be about both- it's from the late 60's, so it's likely that the song's about doing drugs with his girlfriend.

I've heard that Roger Daltrey sings or speaks improvised lines in performanges that change the meaning (from love to drugs mostly)
